Israaca Membership
The members of Israaca are
the life and blood of our organization. Without them, singly and/or collectively,
Israaca would not have become the preeminent national organization it is today.
Singly, Israaca members are individuals who are professionally accomplished.
Their training and expertise cover all fields of modern life and culture. We
have doctors, lawyers, engineers, economists, educators, researchers, ambassadors,
political advisors, members of government, and all kinds of other professionals.
Collectively, Israaca members
possess all the qualities of a modern community. If they were to forma single
community, they would outshine most Somali towns and cities. They are racially,
culturally, politically, and economically heterogeneous. Due to this, they are
self-doubting and, therefore, tolerant of "others," who may carry
different constituents and ideas.
Most of all, the Israaca
members see themselves as the army that promises to lead our nation to a better
future. Anyone who knows their ability and commitment to lead our nation to
the 21st century would be hard pressed to oppose them. Their motto comes straight
from the national anthem, "Somalis wake up!"
I - Procedure for
Chapter Formation:
A. In the interest of organizational
expansion, the Chapter Building Committee will convert all relevant entries
in the By-laws to a questionnaire and send it to any member(s) wishing to form
a chapter. By doing this, the Committee hopes to facilitate the procedure without
compromising the integrity of our rules. Included in the questionnaire page
will be the fee category of regions and the address to send the money. We urge
all prospective members to comply diligently!
II - Relationship
Between Chapters and the Central Organization:
A. According to our By-laws,
the Chapters and the Central organization are independent of each other. However,
they are co-joined by common principle and objectives. This means that chapters
are free to determine their conference agendas, time and place of their meeting,
their structure, as well as their committees. The chapter also possesses the
full control of their monies. The Chapters though are supposed to sent 75% of
their membership dues to the national office.
B. Once a Chapter is legally affiliated, (approved by the board) the chapter
can share all the resources (e.g. a link for each Chapter at the Website) of
the organization based on the By-laws of the organization.
C. Membership who wishes
to change the chapter affiliation rules can lobby for these changes in the next
ISRAACA general assembly.
D. Areas of Central Organization
Supremacy:
1. No chapter is free to appropriate "Organizational Issues." These
are those adopted by the General Assembly in its yearly conferences. The current
ones are education, reconciliation and human rights issues.
E. No chapter can claim
an organizational sanction for its locally generated policy. Chapters with ideas
or concerns need to follow the same procedure individual members follow to present
a motion and seek membership support. Given this, the Board will always give
due weight to chapter motions over individual members' proposals. This will
ensure that the Board remains the only hub where policy decisions are made.
It will also ensure that the Board remains the only body that can speak for
the organization.

The annual membership fee for all members is based on country/region of residence
(from February 2001-February 2002)
